Suppose Theo has decided to open on Saturdays, but the support hours record still says weekends are closed. If his agent has permission to suggest a change, it proposes Saturday 9am to 1pm. Reading the record alone doesn't give it that permission.

If the record has changed since your agent read it, review the current record and prepare a new suggestion rather than resubmitting the first one.
